Village Council Resolution No. 2016-06

A Resolution To Create Committees to Support The Work Of Village Council and to Appoint Members Thereto

WHEREAS, Council desires to establish certain committees comprised of elected officials, Village residents and others, to support the work of Village Council in the upcoming two years, to provide a method for members of the press and public to obtain notices of the meetings of such committees and of the matters to be considered thereat, and to establish Rules for the conduct of those meetings;

Now, Therefore, Be It Resolved By The Council Of The Village Of Riverlea, State Of Ohio, A Majority Of All Members Elected Thereof Concurring That:

Section 1. Establishment and Tasks of Committees. Council hereby establishes the following committees, and assigns to those committees the tasks described below; the Committees shall be advisory only to Council, and shall provide periodic reports to the Village Council, when requested:

  1. The Committee on Infrastructure.
    This committee shall assist with implementation of the bond levy, applications for funding to MORPC and other organizations; and strategies to communicate repairs with residents and assist in the execution of the repairs to the village’s sewer, water lines, road, and gutter issues
  2. The Committee on Communications.
    This committee shall study and provide advice to Council regarding the efficiency and effectiveness of existing and possible methods of communicating to residents regarding Village governance and other matters of public concern, including the newsletter, internet web sites and other mail, e-mail, social media and other communication methods.

Section 2. Organization of Committees . Each such committee shall promptly convene at the call of the Chair thereof and shall establish dates and times for the regular meetings of such committee, and shall report to the Clerk-Treasurer of the Village the dates and times so established. The Clerk-Treasurer shall give public notice of each meeting of a committee, including the initial meetings, and shall devise a method by which notices of such meeting shall be given and minutes of the committees’ meetings shall be recorded in compliance with the requirements of Ohio law. At a minimum, the Clerk-Treasurer shall give by mail, facsimile or e-mail transmission or by other reasonable means notice that shows the date, time and location of every regular meeting of any such committee and the date, time, location and purpose of every special meeting of any such committee to any person who requests the same. At a minimum, the Clerk-Treasurer shall post or cause to be posted upon the bulletin boards maintained by the Village for that purpose, in the five most public places in the Village as determined in this Resolution, written notice that shows the date, time and location of every regular meeting of any such committee and the date, time, location and purpose of every special meeting of any such committee.

Section 3. Appointment of Members. Council appoints the following members to the following committees. From time to time Council by Motion may appoint additional members to any such committees and may remove any member from a committee at any time without cause.

  1. The Committee on Infrastructure shall be comprised of the following members:
    Councilmember Mark Benevento, Chair;
    Councilmember Chad Lowe;
    Street Commissioner William Charles;
    Greg Ross
    Don Schlichting
    Oberle.
  2. The Committee on Communications shall be comprised of the following members:
    Web Manager Jody Croley Jones, Chair;
    Councilmember Scott Gordon;
    Councilmember Josh Schoenberger;
    Ryan Mehl
    Renee Albert.

Section 4. Publication. That pursuant to Ohio Revised Code Section 731.25, the Council of the Village of Riverlea hereby determines that publication of this Ordinance in a newspaper is unnecessary and does hereby determine that this Ordinance, or a summary of this Ordinance, shall be published by posting copies of this Ordinance or a summary hereof in the five following places which are determined to be the five most public places in the Village of Riverlea, Ohio:

  1. The Circle on West Riverglen Drive.
  2. The Ravine Park on West Riverglen Drive.
  3. The Northwest corner of Beverly Place and Dover Court.
  4. Lot 75 on West Riverglen Drive.
  5. Lot 7 on West Southington Avenue.

Council of the Village specifically authorizes the Clerk-Treasurer, in lieu of the publication of this Ordinance and all of the attachment hereto, to publish a summary of this Ordinance and its attachment as permitted by Ohio Revised Code Section 731.21, provided that the Clerk-Treasurer shall deliver a complete copy of this Ordinance and its attachment to any person requesting the same upon payment by such person of the actual costs incurred by the Village to prepare such copy. Copies of this Ordinance or of the summary of this Ordinance shall be posted continuously in the above-mentioned places for a period of fifteen (15) days.
