Village Council Resolution No. 2016-04

A Resolution Authorizing The Clerk-Treasurer To Execute Necessary Paperwork To Have Mayor Eric Macgilvray Join The Mid-Ohio Regional Planning Commission, And To Declare An Emergency

WHEREAS, the Village of Riverlea recognizes the need for collaborative, cooperative planning in order to ensure continued growth and prosperity;

WHEREAS, the Mid-Ohio Regional Planning Commission’s Mission Statement indicates it is “The regional voice and a catalyst for sustainability and economic prosperity in order to secure a competitive advantage for central Ohio”;

WHEREAS, the Mid-Ohio Regional Planning Commission currently includes 60 local governments and has for over 60 years addressed challenges and opportunities associated with growth and development in central Ohio, as well as working with its members to improve the quality of life within the region; and

WHEREAS, the Council of the Village of Riverlea believes it would be advantageous for Mayor Eric MacGilvray to join the Mid-Ohio Regional Planning Commission and to take advantage of the opportunities provided within that organization as a means of benefiting the citizens of Riverlea.

Now, Therefore, Be It Resolved By The Council Of The Village Of Riverlea, State Of Ohio, A Majority Of All Members Elected Thereto Concurring:

Section 1. The Clerk-Treasurer is authorized to execute necessary documentation and to remit $800 as a membership fee to join the Mid-Ohio Regional Planning Commission. Furthermore, the Village of Riverlea hereby appoints Mayor Eric MacGilvray as their representative to the Mid-Ohio Regional Planning Commission.

Section 2Open Meetings. That this Council finds and determines that all formal actions of this Council concerning and relating to the passage of this Resolution were taken in an open meeting of this Council and that all deliberations of this Council that resulted in those formal actions were in meetings open to the public in compliance with law.

Section 3Emergency; Effective Date. That this Resolution is declared to be an emergency measure, effective upon passage, and immediately necessary for the preservation of the health, peace, safety and welfare of the residents of the Village of Riverlea. Such emergency exists in the Village because MORPC is assisting with funding issues for the street and sewer project. Accordingly, this Resolution shall be in full force and effect from and after the earliest date permitted by law after its passage.

Section 4Publication. That pursuant to Ohio Revised Code Section 731.25, the Council of the Village of Riverlea hereby determines that publication of this Resolution in a newspaper is unnecessary and does hereby determine that this Resolution shall be published by posting copies hereof in the five following places which are determined to be the five most public places in the Village of Riverlea, Ohio:

  1. The Circle on West Riverglen Drive.
  2. The Ravine Park on West Riverglen Drive.
  3. The Northwest corner of Beverly Place and Dover Court.
  4. Lot 75 on West Riverglen Drive.
  5. Lot 7 on West Southington Avenue

Copies of this Resolution shall be posted continuously in the above-mentioned places for a period of fifteen (15) days and at the expiration thereof this Resolution shall become effective.

WHEREUPON, this Resolution was adopted this 19th day of January 2016.
