A meeting of the Village of Riverlea Planning Commission was held September 9, 2019 at the Evening Street Elementary School.  Members present were Bryce Jacob (Planning Commissioner), Sheila Bagley, Janet Brown, Robert Davis, and Rich Skowronski. Skowronski abstained from voting at this meeting. Also present was Daniel Sinclair. The Planning Commissioner called the meeting to order at 7:00 p.m.

  1. The minutes of the regular Planning Commission meeting of August 12, 2019 were not read since each member had received a copy. Brown moved and Bagley seconded the motion that the minutes be approved as submitted by the Clerk. The following vote was recorded on the motion: Yea: 4, Bagley, Brown, Davis, and Jacob; Nay: None; Abstain: None. The motion carried 4-0.
  2. An application for a Certificate of Appropriateness by Steven Orenchuk at 259 Riverglen Dr to install a fence. This fence will replace an existing fence and will be on the sides of the house. The fences facing the street will be 4 ft and the fences at the rear will be 6 ft. The material will be treated pine and will be stained after the wood has weathered. The stain will match that on the front of the house. There will be a gate with an arched top. The highest point of the arch is 6 ft.

Davis moved to approve the Certificate of Appropriateness for this project as shown in the plans and Brown seconded this motion. The following vote was recorded on the motion: Yea: 5, Bagley, Brown, Davis, and Jacob; Nay: None; Abstain: None. The motion carried 4-0.

  1. An application for a Certificate of Appropriateness by Scott & Eleanor Siemens at 5848 Falmouth Ct to seal up a side door, fill in a sunken patio and two window wells, and paint the exterior of the house. The patio is being filled with gravel and sealed with concrete to prevent flooding in the basement. As part of this filling in process, a door from the basement will be sealed up and become a window. The windows in the house will be replaced with white vinyl sliding windows as well. As these are replacing similar windows, they do not need to be approved. The homeowners are figuring out the best time to paint the house, as the weather needs to be dry for a period of time to paint the stucco. The house will be white and the door will be blue.

The Planning Commissioner recommended that the existing concrete surface be drilled with holes rather than jackhammered so as to allow drainage through the gravel, yet maintain stability.

Brown moved to approve the Certificate of Appropriateness for this project as shown in the plans and Davis seconded this motion. The following vote was recorded on the motion: Yea: 4, Bagley, Brown, Davis, and Jacob; Nay: None; Abstain: None. The motion carried 4-0.

  1. The Planning Commissioner introduced Rich Skowronski as the new member of the Planning Commission and the members welcomed him.

Davis moved and Brown seconded a motion to adjourn. The motion was approved unanimously

(4-0). The meeting was adjourned at 7:23 p.m.
