A meeting of the Village of Riverlea Planning Commission was held June 8, 2020 via Zoom teleconference software. Members present were Bryce Jacob (Planning Commissioner), Sheila Bagley, Janet Brown, Paul Collini, and Rich Skowronski. Also present were Marlene Borschel and Chris Bedell. Joshua C. Mehling served as Clerk. The Planning Commissioner called the meeting to order at 7:02 p.m.

  1. The minutes of the regular Planning Commission meeting of May 11, 2020 were not read since each member had received a copy. Skowronski moved and Brown seconded the motion that the minutes be approved as submitted by the Clerk. The following vote was recorded on the motion: Yea: 4, Brown, Collini, Jacob, and Skowronski; Nay: None; Abstain: 1, Bagley. The motion carried 4-0-1.
  2. An application for a Certificate of Appropriateness by Lester Bennett at 267 Beverly Pl to install a privacy fence on the west side of the back yard. The fence is to be 4 ft high, 70 ft in length and constructed of cedar with a natural seal and no stain. The slats on the fence will have beveled edges with no spacing in between. There will be no gates in the fence and there are no structures affected by the addition of the fence. Chris Bedell, a neighbor of the property, attended the meeting and stated that he had no problems with the addition of this fence.

Skowronski moved to approve the Certificate of Appropriateness for this project as shown in the plans and Brown seconded this motion. The following vote was recorded on the motion: Yea: 5, Bagley, Brown, Collini, Jacob, and Skowronski; Nay: None; Abstain: None. The motion carried 5-0.

  1. An application for a Certificate of Appropriateness by Stephen Wisler at 248 Melbourne Pl to relocate a window on the east side of the house. The window will be moved 15 ft 6 in to the north in order to extend the kitchen cabinets and add privacy to the house.

Brown moved to approve the Certificate of Appropriateness for this project as shown in the plans and Skowronski seconded this motion. The following vote was recorded on the motion: Yea: 5, Bagley, Brown, Collini, Jacob, and Skowronski; Nay: None; Abstain: None. The motion carried 5-0.

  1. An application for a Certificate of Appropriateness by Marlene Borschel at 115 Southington Ave to replace the front porch of the house. The pillars & wood on the current porch need to be replaced. The project will replace the wood with batten boards and replace the columns on the porch. The trim on the porch will remain white. As part of the project, the owner will assess the condition of the concrete on the porch and either place tile on top of it or replace it if necessary. The batten boards will extend to the brick on the left side of the house but will leave the rest of the brick. As part of the project, the existing garage door will be painted to match the porch. The door and sidelights will also be replaced, likely with a 9 window door and matching sidelights.

Skowronski moved to approve the Certificate of Appropriateness for this project as shown in the plans and Bagley seconded this motion. The following vote was recorded on the motion: Yea: 5, Bagley, Brown, Collini, Jacob, and Skowronski; Nay: None; Abstain: None. The motion carried 5-0.

Skowronski moved and Brown seconded a motion to adjourn. The motion was approved unanimously (5-0). The meeting was adjourned at 7:25 p.m.
