Public Information
Architectural Review Board (ARB) meetings are held on the second Monday each month at 7:00 pm, pending the need to meet. The ARB does not do building inspection, only architectural review and zoning compliance. All Village residents are welcome and encouraged to attend the meetings.
Regular meeting: June 8, 2015
A meeting of the Village of Riverlea Planning Commission was held June 8, 2015 at 306 Frontenac Pl. Members present were Carolee Noonan (Planning Commissioner), Janet Brown, Robert Davis, and Taylor Surface. Also present were Andrew Sears, Christen Coyle, and Bill Owens of Owens Construction. Joshua C. Mehling served as Clerk. The Planning Commissioner called the meeting to order at 7:01 pm.
- The minutes of the Planning Commission meeting of April 13, 2015 were not read since each member had received a copy. Davis moved and Surface seconded the motion that the minutes be approved as submitted by the Clerk. The following vote was recorded on the motion: Yea: 3, Davis, Noonan, and Surface; Nay: None; Abstain: Brown. The motion carried 3-0-1.
- The minutes of the Planning Commission special meeting of April 27, 2015 were not read since each member had received a copy. Davis moved and Surface seconded the motion that the minutes be approved as submitted by the Clerk. The following vote was recorded on the motion: Yea: 4, Brown, Davis, Noonan, and Surface; Nay: None. The motion carried 4-0.
- An application for a Certificate of Appropriateness by Andrew Sears at 5872 Olentangy Blvd to add a stone paver patio and walkway on the south side of the property. Lot coverage will not be an issue, as the revised coverage will be 21% after completion. Brown moved and Davis seconded the motion to approve the request for certificate of appropriateness as submitted. The following vote was recorded on the motion: Yea: 4, Brown, Davis, Noonan, and Surface: Nay, None. The Motion carried 4-0.
- An application for a Certificate of Appropriateness by Christen Coyle and Jason Holton at 120 Riverglen Dr to add a two story addition on the rear of the house. The addition is expected to add 1100 square feet to the house. The Planning Commissioner stated that she had not asked the applicants to submit the final drawings as there were expenses involved in the creation of such and the applicants were not sure of the final plans as of yet. There are no issues with lot coverage, as the coverage will be 25% after completion. Davis asked if the siding on the addition will match the rest of the house, and Owens answered that it would. Owens stated that there would be no large trucks driving over the curbs for this project. The Planning Commissioner stated that, due to the size of the project, a street bond would be required. The Planning Commissioner stated that she was personally fine with approving the project based on the information submitted, pending the final submittal of the drawings once complete. Davis inquired as to whether it would be alright to table the approval until final drawings were approved. Owens stated that there may be a problem if it took long enough for the plans to be approved, especially with the bank and Franklin County. Coyle stated that the final decision would likely be either the plan submitted or nothing at all. The Planning Commissioner suggested that she review the final drawings when submitted in lieu of holding another meeting will all of the committee members. Davis moved and Surface seconded the motion to approve the request for certificate of appropriateness pending the approval of final drawings by the Planning Commissioner. The following vote was recorded on the motion: Yea: 4, Brown, Davis, Noonan, and Surface: Nay, None. The Motion carried 4-0. A Street Bond will be required.
- The Commission took no further action. Surface moved and Davis seconded a motion to adjourn. The motion was approved unanimously. The meeting was adjourned at 7:30 pm.
