Regular meeting: June 13, 2011

A meeting of the Village of Riverlea Planning Commission was held June 13, 2011 at 5830 Falmouth Court. Members present were Michael Jones (Planning Commissioner), Jo Ann Bierman, and Lisa J. Morris. Bryce E. Jacob and Donald P. McCarthy were absent. Also present were Deania Becker and Mary Jo Cusack. Pamela M. Colwell served as Clerk. The Planning Commissioner called the meeting to order at 7:08 pm.

  1. The minutes of the Planning Commission meeting of May 9, 2011 were not read since each member had received a copy. Morris moved and Jones seconded the motion that the minutes be approved as submitted by the Clerk-Treasurer. The following vote was recorded on the motion: Yea, 3; Bierman, Morris and Jones: Nay, None. The Motion carried 3-0
  2. An application for a Certificate of Appropriateness by Deania and Robert Becker at 142 West Riverglen Drive to landscape the front and back yard which will include a pergola, gazebo, firepit, retaining wall with a picket fence and other hardscape. Deania Becker made the presentation. She said the gazebo would not be included in these plans and she would submit a separate Certificate of Appropriateness application for it next year. They plan to work on the back this year and the front next spring. A 20’x20’ paver patio will come off the rear addition with an 18” seatwall w/cap. A cedar pergola (20’W x 10’H) will go across the patio next to the house. A square firepit will go on one side of the patio and it will be either wood or gas. The steps will be 4’ across and in a neutral beige color, not the gray shown in the example. There are some runoff issues they will address on the west side and it will not impact their neighbor, the Butlers. The Commissioner said he received an email from the Butlers and they had no objections to anything and thought the plans looked great. The retaining wall and the picket fence is a small area on the west side to connect to the existing fence. In the front there will be a low limestone garden wall and pavers will go over the existing walkway. There will be extensive new plantings throughout the rear and front. Bierman noted the plans were well thought out. Morris cautioned Becker that sediment controls need to be in place during construction and that her contractor should know what to do. Bierman moved and Morris seconded the motion to approve the plans as submitted. The following vote was recorded on the motion: Yea, 3; Bierman, Morris and Jones: Nay, None. The Motion carried 3-0. The Commissioner reminded Becker to be careful when adding any outdoor lighting so that any light spillover does not impact their neighbors.
  3. The Commission took no additional action. Morris moved and Bierman seconded a motion to adjourn. The following vote was recorded on the motion: Yea, 3; Bierman, Morris and Jones: Nay, None. The Motion carried 3-0. The meeting was adjourned at 7:20 pm.
