Regular Council Meeting
July 30, 2012
The Council of the Village of Riverlea met on the above date at 275 West Southington Avenue, Worthington. The following Council members were present: Mayor Kirk M. McHugh, Jon L. Ankrom, Donald E. Griffith, Jenny D. Jones, Briggs W. Hamor (arrived at 8:20 pm) and Eric A. MacGilvray, President Pro-Tem. Scott K. Gordon was absent. Also present were Pamela M. Colwell, Clerk-Treasurer, William P. Charles, Street Commissioner, and Jim Dippel, Burgess & Niple. At 8:00 pm the Mayor called the meeting to order.
Sewer Dye Testing
- Dippel reported that results from the sewer flow monitoring showed a section of the upstream part of Riverglen Drive needed further study. There were high flows in that area where the storm and sanitary sewers run parallel and the dye testing would help to pinpoint a problem. This would be an addendum to the SSES report to the EPA. MacGilvray moved and Jones seconded the motion to authorize the expenditure of up to $5,500 for Burgess & Niple to conduct dye testing of the sewer on Riverglen Drive. The motion was approved unanimously (4-0).
Sanitary and Storm Sewer Rehabilitation Funding
- Council discussed applying for financial assistance for the sanitary and storm sewer rehabilitation, which will cost approximately $600,000. They are considering two options: a zero interest loan through Ohio Public Works Commission (OPWC) and a grant of up to $200,000 through the Community Development Block Grant Program (CDBG). Burgess & Niple (B&N) has been asked to assist with these applications because of the engineering requirements and the fact that they have experience with these.The OPWC application can be prepared by B&N at a cost of approximately $10,000. However, the Village can save over $3,000 if they completed parts of it. Dippel said he would provide copies of submitted applications for reference and would assist us. After some discussion, the Mayor and Council agreed that the savings was significant for the Village to prepare part of the application and felt it was worth the effort to do so. The application is due September 17, 2012.
The CDBG application consists of much of the information that will be provided in the OPWC application, except for an environmental report. The Village should be able to complete most of the application and B&N can provide the environmental report for about $3,800. The application is due around the end of October 2012.
Ankrom moved and MacGilvray seconded the motion to authorize the expenditure of up to $14,000 for Burgess & Niple’s assistance with the preparation of the OPWC and CDBG applications. The motion was approved unanimously (5-0).
