Public Information

Architectural Review Board (ARB) meetings are held on the second Monday each month at 7:00 pm, pending the need to meet. The ARB does not do building inspection, only architectural review and zoning compliance. All Village residents are welcome and encouraged to attend the meetings.

Regular meeting: July 13, 2009

A meeting of the Village of Riverlea Planning Commission was held July 13, 2009 at 5830 Falmouth Court. Members present were Michael Jones (Planning Commissioner), Bryce E. Jacob, Jody C. Jones and Lisa J. Morris. L. Keith Beachler was absent. Also present were Eric MacGilvray, Mark Siegal, Jan Smith-Reed, Lindsay Smith and Kyle Wiehoff of C&W Concrete. Pamela M. Colwell served as Clerk. The Planning Commissioner called the meeting to order at 7:33 pm.

  1. The minutes of the Planning Commission meeting of June 8, 2009 were not read since each member had received a copy. Jacob moved and M. Jones seconded a motion that the minutes be approved as submitted by the Clerk-Treasurer. The following vote was recorded on the motion: Yea, 3; Jacob, J. Jones and M. Jones: Nay, None; Abstain, 1; Morris. The Motion carried 3-0-1.
  2. An application for a Certificate of Appropriateness for a paver patio at the rear of 5840 Falmouth Court was presented by Eric MacGilvray. The existing patio to the house will be replaced with a paver patio of approximately 400 sq. ft. in a curved shape. The steps to the house will also be replaced with pavers. The color of the pavers will be earth blend. J. Jones moved to approve the application for a Certificate of Appropriateness. Morris seconded the motion. The Commissioner asked for comments from those in attendance and there were none. The following vote was recorded on the motion: Yea, 4; Jacob, J. Jones, M. Jones and Morris: Nay, None. The Motion carried 4-0.
  3. An application for a Certificate of Appropriateness by Mark Siegal at 65 West Southington Avenue to enlarge three window openings and put in new windows. The new windows will be lower and wider but not higher. Two windows on the south side will be 70â€�W x 65â€�H casement windows and one window on the west side will be 41â€�w x 65â€�H double hung window. There will be no window grids so the view to the garden will not be obstructed. The backyard (south side) has a 6′ privacy fence. Siegal stated he is doing this so he can see and enjoy his garden from inside the house. Morris moved and Jacob seconded a motion to approve the application for a Certificate of Appropriateness. The Commissioner asked for comments from those in attendance and there were none. The following vote was recorded on the motion: Yea, 4; Jacob, J. Jones, M. Jones and Morris: Nay, None. The Motion carried 4-0.
  4. An application for a Certificate of Appropriateness at 105 West Riverglen Drive to replace an asphalt driveway, to replace the walkway from the street to the front door and to install a patio with a sidewalk, all with stamped concrete. A pergola over the patio was not on the application but was included in the drawings. Wiehoff, Smith-Reed and Smith made the presentation. The Commission pointed out that there was a 20′ set back from the property line and a variance was needed for the patio, sidewalk and pergola. The Commissioner suggested getting a property survey. The pergola needed a variance for the placement and height. A site plan would also be needed. Wiehoff and Smith-Reed were referred to the Village’s Web site for Variance forms and ordinances.

    The Notice of Fine was discussed and the Commissioner said it was sent because work continued after the work was ordered stopped. Smith-Reed claimed she did not receive it. The Commissioner stated he sent two notices, one by certified mail and one first class mail. Smith-Reed said they did not continue to work but were cleaning up per a verbal agreement with the Commissioner. The Commissioner said he did not make that agreement to spread gravel and continue excavation. Wiehoff and Smith-Reed said they will appeal the fine to Council.

    Smith-Reed asked if the driveway application could be approved since it was a replacement of an existing driveway and she will apply for a Variance and Certificate of Appropriateness for the other work. There was discussion regarding the driveway apron and gutter. The driveway approach and apron is to be constructed following the City of Columbus code specifications as per the Village ordinances. The Commission agreed that having the stamped concrete to the gutter expansion joint would look best. J. Jones moved and Morris seconded a motion to approve only the driveway portion of the application for a Certificate of Appropriateness as follows: The driveway stamped concrete will be the European Fan pattern of light gray with dark gray antiquing and dark gray mortar lines, the stamping will extend onto the apron to the expansion joint between the gutter and driveway, the driveway apron and gutter expansion joint will be constructed per Village ordinances and a $2,000 street bond will be required. The following vote was recorded on the motion: Yea, 4; Jacob, J. Jones, M. Jones and Morris: Nay, None. The Motion carried 4-0.

The Commission took no additional action. Jacob moved and Morris seconded a motion to adjourn. The following vote was recorded on the motion: Yea, 4; Jacob, J. Jones, M. Jones and Morris: Nay, None. The Motion carried 4-0. The meeting was adjourned at 8:25 pm.
