Public Information

Architectural Review Board (ARB) meetings are held on the second Monday each month at 7:00 pm, pending the need to meet. The ARB does not do building inspection, only architectural review and zoning compliance. All Village residents are welcome and encouraged to attend the meetings.

Regular meeting: December 14, 2009

A meeting of the Village of Riverlea Planning Commission was held December 14, 2009 at 5830 Falmouth Court. Members present were Michael Jones (Planning Commissioner), L. Keith Beachler, Lisa J. Morris, Jody C. Jones and Bryce E. Jacob. Also present were Dan Sinclair, Phil Herren, Barbara Carruthers, Brian and Melissa Burnett and Jan Bundy. Pamela M. Colwell served as Clerk. The Planning Commissioner called the meeting to order at 7:30 pm. All those participating were sworn in.

  1. The minutes of the Planning Commission meeting of November 9, 2009 were not read since each member had received a copy. J. Jones moved and Bryce seconded a motion that the minutes be approved as submitted by the Clerk-Treasurer. The following vote was recorded on the motion: Yea, 5; Beachler, Jacob, J. Jones, Morris and M. Jones: Nay, None. The Motion carried 5-0
  2. An application for a Certificate of Appropriateness and a Variance by Daniel and Barbara Sinclair at 138 West Riverglen Drive for a single story addition on the back of the garage. Dan Sinclair and Phil Herren, architect, made the presentation. They stated that all materials will match existing materials and color. The lot coverage with the addition would be 39.6% of the site including hardscape. The Commissioner accepted the lot coverage amount calculated by Herren but explained that the limit is 40% and that the Sinclairs would not be able to add anymore hardscape or structures unless something is removed. A variance is needed because the required side setback is 10′ and the existing garage is situated less than 10′.

    Morris moved and J. Jones seconded the motion to grant the variance per the plans submitted. The following vote was recorded on the motion: Yea, 5; Beachler, Jacob, J. Jones, Morris and M. Jones: Nay, None. The Motion carried 5-0.

    J. Jones moved and Beachler seconded the motion to approve the Certificate of Appropriateness per the plans submitted. The following vote was recorded on the motion: Yea, 5; Beachler, Jacob, J. Jones, Morris and M. Jones: Nay, None. The Motion carried 5-0. There will be no need for a street bond.

  3. An application for a Certificate of Appropriateness by Barbara Carruthers & Dave Fox Design Build at 119 West Riverglen Drive to build two additions on the rear of the existing structure. Carruthers and Bryce Jacob made the presentation. One room addition will replace the existing porch. The second addition will be above the existing den and expand the second floor over the den. The footprint of the home does not change. The whole house will be sided with arctic white Hardy Plank siding. The skylights were not shown on the drawings. There will be two skylights on the west side and one smaller skylight on the south side. They will be fixed panel skylights. All of the windows will be double hung. Shutters will be on the front and both sides of the home. The patio will be a blue stone paver.

    Beachler moved and Morris seconded the motion to approve the Certificate of Appropriateness per the plans submitted with the skylights and shutters as noted. The following vote was recorded on the motion: Yea, 4; Beachler, J. Jones, Morris and M. Jones: Nay, None. The Motion carried 4-0. A $2,000 street bond will be required.

  4. An application for a Certificate of Appropriateness by Brian and Melissa Burnett to build a home on Lot #64 Pioneers Court (between 5816 and 5830 Pioneers Court). The home will be an American Colonial Revival house; 2 story with a 2 car garage facing the rear. The total square footage is approximately 2,200. They will try to keep as many trees as possible. The Commission deemed the application incomplete. The Burnetts need to have a landscaping plan, all materials need to be defined with no multiple options, and brochures or samples need to be submitted for the materials chosen, including siding, windows, garage door, and outside lighting. J. Jones moved and Morris seconded the motion to table the application. The following vote was recorded on the motion: Yea, 5; Beachler, Jacob, J. Jones, Morris and M. Jones: Nay, None. The Motion carried 5-0.

The Commission took no additional action. J. Jones moved and Jacob seconded a motion to adjourn. The following vote was recorded on the motion: Yea, 5; Beachler, Jacob, J. Jones, Morris and M. Jones: Nay, None. The Motion carried 5-0. The meeting was adjourned at 8:33 pm.
