A meeting of the Village of Riverlea Planning Commission was held December 12, 2022 at Thomas Worthington High School. Members present were Bryce Jacob (Planning Commissioner), Christopher Bedell, and Paul Collini. Also present were Cory Shields and Kent Shimeall. The Planning Commissioner called the meeting to order at 7:05 p.m.

  1. The minutes of the regular Planning Commission meeting of October 10, 2022 were not read since each member had received a copy. Collini moved and Bedell seconded the motion that the minutes be approved as submitted by the Clerk. The following vote was recorded on the motion: Yea: 3, Bedell, Collini, Jacob; Nay: None; Abstain: None. The motion carried 3-0.
  2. An application for a Certificate of Appropriateness by Cory Shields and Lauren Paxton to revise the patio and landscaping plan for the planned new house at 131 W Southington Ave. The original submitted plan did not include a patio.

Shields stated that the expected square footage of the patio would be 340 sq ft and calculations had shown that the expected lot coverage with the new patio would be 39%, which is within the code.

Kent Shimeall, who owns the neighboring property, had a question about the plans for privacy between the two properties and Shields explained that there would likely be some ground cover and a fence to help serve this purpose. The Planning Commissioner explained that more information would be needed for the application, including a more detailed plan showing placement in relation to the lot line and materials, in addition to other information. Collini stated that he was okay with the broad strokes of the plan as submitted, but that more detail is needed for final approval. Collini moved to table the Certificate of Appropriateness for the project until more detailed information is received by the committee and Bedell seconded this motion. The following vote was recorded on the motion: Yea: 3, Brown, Collini, Jacob; Nay: None; Abstain: None. The motion carried 3-0.

The Planning Commissioner reminded Shields that the Port-a-John on the property used by the construction crew needs to at least 10 feet from the lot line. Shimeall stated as well that the contractor is not permitted to dump gravel in the street as part of the project.

  1. The Planning Commissioner updated the committee as to the status of the discussion by Village Council on the possibility of permitting street parking on Riverglen between Crescent Ct and the apartment building on the southeastern side of Riverglen. Discussion on this matter is planned for the December council meeting.

Collini moved and Bedell seconded a motion to adjourn. The motion was approved unanimously (3-0). The meeting was adjourned at 7:27  p.m.
