Infrastructure Committee Meeting
August 7, 2017
The Riverlea Committee on Infrastructure met at 7:00 pm on Monday, August 7, 2017 at the Community Church of Christ at 110 Park St. The meeting was posted and open to the public. The following committee members were in attendance: Marc Benevento(Chair), Bill Charles (Street Commissioner), Chad Lowe (Council), Greg Ross(volunteer), Jim Dippel of Burgess and Niple attended as a guest of the Committee to share updates on the infrastructure project design work. Mayor Eric MacGilvray was also in attendance. A resident from 5795 Westchester Court attended the meeting.

At 7:03 pm, the meeting was called to order. Marc Benevento took minutes during the meeting. Meeting minutes from the June 2017 infrastructure committee meeting were sent to the committee via e-mail for review ahead of time. The minutes were approved without changes.
Jim Dippel provided an update on the engineering design work for the project, including coordination with AEP and Columbia Gas.
Columbia Gas is expected to have a design available in the next 2-3 weeks. They will replace all gas mains and service lines. Some mains will be relocated. Construction is expected to begin in early January. It should be possible for Riverlea’s infrastructure work to be conducted concurrently with proper coordination.
Jim is re-sending plans to AEP. Utility poles on Dover may be affected by the infrastructure work, and it remains to be determined if the poles will need to be relocated.
Water system plans are currently in the third review with the City of Columbus division of water. No major changes are expected at this point.
Although the budget had not been formally updated, Jim indicated that nothing had emerged that would significantly affect the budget. Jim indicated that projects recently bid and been consistent with the assumptions in the plan for Riverlea.
Jim asked that the committee members review the drawing notes and circulate comments to him before the next meeting. Jim will send the copy by PDF for individuals to review.
Remaining project schedule:
- Review final plans with Infrastructure Committee Early Sept
- Present plans to Village Council for approval Sept 18 (one reading)
- Complete bidding documents Oct 9
- Advertise project October
- Open bidding process November 8
- Award project November 20
- Pre-construction meeting December 15
A resident in attendance expressed concerns over the potential impact to trees and properties. The chairperson replied that Burgess and Niple was working with the village to minimize any impact to trees, and will be working around mature trees when possible. Landscaping that is within the right of way may be affected. Burgess and Niple has provided Riverlea with a list identifying properties that have landscaping features that will be impacted by the project. Riverlea will inform residents so that they can relocate features before the project begins.
The committee discussed a communication plan and suggested two public forums before the end of the year to inform and create a dialogue with residents regarding the infrastructure project. These are likely to occur between September and November.
