Public Information

Architectural Review Board (ARB) meetings are held on the second Monday each month at 7:00 pm, pending the need to meet. The ARB does not do building inspection, only architectural review and zoning compliance. All Village residents are welcome and encouraged to attend the meetings.

Regular meeting minutes: August 16, 2016

A meeting of the Village of Riverlea Planning Commission was held August 16, 2016 at the Riverlea Village Green. Members present were Carolee Noonan (Planning Commissioner), Janet Brown, Robert Davis, Taylor Surface, and Paul Unrue. Also present were David Johnson and Dan McIntyre. Joshua C. Mehling served as Clerk. The Planning Commissioner called the meeting to order at 7:02 pm.

  1. The minutes of the Planning Commission meeting of February 8, 2016 were not read since each member had received a copy. Surface moved and Brown seconded the motion that the minutes be approved as submitted by the Clerk. The following vote was recorded on the motion: Yea: 4, Brown, Noonan, Surface, and Unrue; Nay: None. The motion carried 4-0. Davis was not yet in attendance at the time of the vote.
  2. The minutes of the Planning Commission meeting of April 11, 2016 were not read since each member had received a copy. The Planning Commissioner stated that the minutes should be amended to read that the fence materials were approved because the fence was soliid. Unrue moved and Brown seconded the motion that the minutes be approved as submitted by the Clerk with the adjustment stated above. The following vote was recorded on the motion: Yea: 4, Brown, Noonan, Surface, and Unrue; Nay: None. The motion carried 4-0. Davis was not yet in attendance at the time of the vote.
  3. An application for a Certificate of Appropriateness and Variance by David Johnson at 276 Riverglen Dr to add a 6 foot privacy foot along the east and west sides of his back yard. The variance was being requested because the planned fence was 6 foot tall and within 10 feet of his property lines. Johnson stated that the fence would be vinyl with aluminum reinforcement, and that the paneling would resemble wood.The Planning Commissioner inquired whether the fence would encroach on the neighbors’ property and Johnson affirmed that it would not. Unrue questioned whether a 6 foot privacy fence was legal within Riverlea and the Planning Commissioner stated that it was indeed legal, as long as a variance was obtained and the neighbors had been notified and input obtained. Johnson stated that he had received approval from the neighbors on either side. Dan McIntyre, the neighbor to the west of Mr. Johnson, was in attendance at the meeting and affirmed that he had no objections to the planned fence.

    Unrue moved to approve the variance for the fence due to the fact that there were no objections from the neighbors and Surface seconded this motion. The following vote was recorded on the motion: Yea: 5, Brown, Davis, Noonan, Surface, and Unrue: Nay, None. The Motion carried 5-0. Surface moved to approve the Certificate of Appropriateness and Brown seconded this motion. The following vote was recorded on the motion: Yea: 5, Brown, Davis, Noonan, Surface, and Unrue: Nay, None. The Motion carried 5-0.

Unrue moved and Davis seconded a motion to adjourn. The motion was approved unanimously (5-0). The meeting was adjourned at 7:17 pm.
