Public Information

Architectural Review Board (ARB) meetings are held on the second Monday each month at 7:00 pm, pending the need to meet. The ARB does not do building inspection, only architectural review and zoning compliance. All Village residents are welcome and encouraged to attend the meetings.

Regular meeting: August 12, 2013

A meeting of the Village of Riverlea Planning Commission was held August 12, 2012 5830 Falmouth Court. Members present were Michael Jones (Planning Commissioner), Lisa J. Morris and Jacalyn Slemmer. Jo Ann Bierman and Bryce E. Jacob were absent. Also present were Jeff and Katariina Levine, Rodney Arcaro (Premier Living Homes), Randy Staib, Eric Holmes and Bob Dalton. Pamela M. Colwell served as Clerk. The Planning Commissioner called the meeting to order at 7:05 pm.

  1. The minutes of the Planning Commission meeting of March 11, 2013 were not read since each member had received a copy. Morris moved and Slemmer seconded the motion that the minutes be approved as submitted by the Clerk. The following vote was recorded on the motion: Yea, 3, Morris, Slemmer and Jones: Nay, None. The Motion carried 3-0.
  2. An application for a Certificate of Appropriateness for Jeff and Katariina Levine at 249 Frontenac Place to replace the existing covered deck with a new deck with a roof. The existing deck is 12’x16’ and the new deck will expand to 16’x16’. The roof will match the existing house roof and tie into it. Slemmer moved and Morris seconded the motion to approve the application as submitted. The following vote was recorded on the motion: Yea, 3, Morris, Slemmer and Jones: Nay, None. The Motion carried 3-0.
  3. An application for a Certificate of Appropriateness by Premier Living Homes to build a new two story craftsman style single family home at 5819 Pioneers Court. Rodney Arcaro introduced Randy Staib as the new homeowner. Morris suggested that more windows on the sides of the house would enhance the appearance. The Commissioner and Slemmer agreed. After some discussion it was decided to add two windows to the side of the garage, a window in the foyer with another above it upstairs, and two windows in the living room, one on each side of the fireplace, matching the transom over the door. Morris asked if there will be foundation plantings and Staib said there will be even though they were not included in the landscaping plan. She also asked that stormwater runoff be controlled at this site and that the street be swept daily, which Arcaro promised to do. The Commissioner said his calculations put the lot coverage under the 40% limit. Morris moved and Slemmer seconded the motion to approve the application with the changes noted above. The Commissioner asked for comments from residents.

    Dalton stated that he lived on the north side of the property and he was concerned about his three large trees. He said he has been researching his situation where the roots of his trees go into the neighboring property and wanted a guarantee from the owners that the construction would not affect the health of his trees. Arcaro said he could not guarantee it. Holmes suggested that an arborist be consulted. The Commissioner added that houses were built near large trees all of the time with no problems. Dalton said he hopes nothing happens to his trees but wanted to bring it to the attention of the builder, homeowner and the Commission. Morris encouraged the homeowners to meet to discuss this.

    The following vote was recorded on the motion: Yea, 3, Morris, Slemmer and Jones: Nay, None. The Motion carried 3-0. The Commissioner asked Arcaro to provide site plans for the new windows and a street bond of $2,000 before the Certificate of Appropriateness would be issued.

The Commission took no additional action. Morris moved and Slemmer seconded a motion to adjourn. The motion was approved unanimously. The meeting was adjourned at 7:40 pm.
