The Council of the Village of Riverlea met on the above date at the Thomas Worthington High School, Worthington. The following Council members were present: Mayor Eric A. MacGilvray, Marc Benevento, Chad A. Lowe, Kathy E. McClintock, Ted C. Miller, and Leah M. Pyter. Also present were Joshua C. Mehling, Clerk-Treasurer and William P. Charles, Street Commissioner. Guest of Council was Franklin County Public Health Commissioner Joe Mazzola. At 7:06 p.m., the Mayor called the meeting to order.
Franklin County Public Health
Joe Mazzola, the Franklin County Public Health Commissioner, was in attendance to address Council on the department and the policies and programs it offers. The Commissioner spoke about the department’s 2019-2021 Strategic Plan and the 2018-2020 Community Health Improvement Plan. Interested residents may find more information on these plans on the department’s website. One item that the Commissioner wished to highlight for residents was the fact that the department offers free radon testing for all homeowners. Benevento asked the Commissioner if the department would be involved in discussions on sanitary sewer improvements in the Village. The Commissioner replied that this was not under the department’s jurisdiction, but that they were willing to be part of any conversations on the subject.
Minutes
The minutes of the regular Council meeting of May 20, 2019 were not read since each member had received a copy. Miller moved and Pyter seconded the motion that the minutes be approved as submitted by the Clerk-Treasurer. The following vote was recorded on the motion: Yea: 4, Benevento, Lowe, Miller, and Pyter; Nay: None; Abstain: 1, McClintock. The motion carried (4-0-1).
Report of the Clerk-Treasurer
McClintock moved and Benevento seconded the motion to approve the payment of bills and to accept the financial reports for May 2019 as submitted by the Clerk-Treasurer. The motion carried (5-0).
Report of the Mayor
- The Mayor stated that he had signed a certificate of substantial completion for the infrastructure project. He mentioned that with the project’s completion, he would remove the infrastructure project updates from the Village’s website.
- The Mayor reminded Council of the upcoming general election in November in which the Mayor, Clerk-Treasurer, and two Council seats will be on the ballot. He stated that had posted this information and links to the Franklin County Board of Elections on the Village website so that interested residents can register to run for these offices.
- The Mayor reminded Council that the Village does not typically schedule Council meetings in the month of July and asked if there were any issues for which members may want to schedule a meeting. There were no suggestions and there are no plans for a July meeting.
Report of the Solicitor
There were no updates as the Solicitor was not in attendance.
Report of the Street Commissioner
The Street Commissioner stated that he had put in a request for a quote for street cleaning in the Village and had not heard back yet. He anticipated these costs to be about $2,000 – $3,000 per each semiannual cleaning
Report of the Planning Commissioner
The Clerk Treasurer reported that the June meeting had been scheduled for June 24 due to scheduling conflicts.

Old Business
- Committee on Infrastructure
- Benevento, the Chair of the Committee, reported that the Committee had met on June 6. At this meeting, they discussed the remaining items on the infrastructure project punch list, of which there were few remaining.
- Benevento also reported that the Committee had received a proposal of about $21k from Burgess & Niple for inspection and project scoping for lift station improvements. After discussions, a second proposal limited to inspecting the structure & providing cost estimates for line items came to about $13k. The scope of the project will depend upon inspections of the condition of the building & tanks inside.
- Benevento stated that the Committee is working on an infrastructure maintenance funding plan. This is expected to be complete by the fall of 2020, so that the information can be taken into account when the Village’s operating levy is up for renewal.
- Benevento stated that the infrastructure committee had discussed a possible tree replacement program. As part of these discussions, they had spoken with tree service companies and nurseries in the area for recommendations on the best types of trees to use in the Village. The estimated total cost per tree is about $400-$600, with the Village subsidizing half of this cost. Council discussed the total number of trees per resident and total for the Village as part of this program. The Communications Committee will determine the best method of notifying residents about the plan and taking orders once it is complete.

New Business
- Resolution 2019-06
Resolution 2019-06, A Resolution to Request the Franklin County Budget Commission to Grant the 0.65 Mills in Available Inside Millage to the Village of Riverlea, Ohio was introduced by Lowe. Lowe moved and McClintock seconded the motion to waive the three readings of the resolution in order to submit this request along with the tax budget to the county on a timely basis. The motion passed (5-0). McClintock moved and Lowe seconded the motion to approve of the resolution. The motion passed (5-0).
- Resolution 2019-07
Resolution 2019-07, Village Tax Budget 2020 was introduced by McClintock. McClintock moved and Benevento seconded the motion to waive the three readings of this resolution in order to submit this budget to the county on a timely basis. The motion passed (5-0). Miller moved and Pyter seconded the motion to approve of the resolution. The motion passed (5-0).
Expenses
McClintock moved and Miller seconded the motion to authorize the following expenditures:
– Up to $1,000 – The Flag Lady – Replacement American & Riverlea flags & installation, along with potential solar light at top of flagpole
– Up to $2,000.00 – Archer Tree Services – Trimming of trees in Circle Park
The motion was approved unanimously (5-0).
